FMCSA Announces New Regulations
The 34-hour restart will still be available, but with an additional restriction requiring that it includes the time from Midnight to 6am on two consecutive days, and the restart can only be used once per week.
The 11 hour driving period may be reduced to 10 hours, or it may stay at 11 hours.
The old limit on on-duty time is also going to make a comeback, with a 13 hour limit which effectively requires drivers to take a one-hour break during the workday.
The Eclipse development team is already working on these new requirements.
Companies that have a subscription in place will be entitled to a no-charge upgrade as soon as development is complete.

Carriers Using Paper-Logs Can Soon Eliminate Supporting Documents
The FMCSA is making this change because GPS data provides such an accurate audit trail that falsified logs can be detected with GPS data alone. The new freedom is scheduled to go into effect 30 days after it is published in the federal register.
With the RapidLog GPS Validator, carriers can cross-check GPS data against logs now, to find falsified logs automatically to help with the increased scrutiny coming with CSA 2010.

RapidLog On-Demand is a web-hosted version of RapidLog that can be used from any Windows-based computer with a supported browser. We provide everything you need… from web and database servers to full backup services.
You can scan in your office, or supply documents from popular scanning services at truckstops or even in-cab.
Because RapidLog On-Demand is a pay-as-you-go service there is no large up front investment. You just pay a small fee based on the number of drivers that do paper logs each month. This is an ideal solution for carriers that want to manage cash flow.
RapidLog On-Demand also comes with a full suite of web-based reports and charts that can be viewed by almost any user with a browser at any location. The reports and charts support full enterprise-style security.
FMCSA Interim Rule Means No Changes For Now
In essense, this means that the existing regulations will continue to stay in place, and no update to RapidLog is required.
Should additional court or regulatory agency actions change our current expectations, we will announce revised plans at that time.
New California Regulations Completed
The regulations automatically switch based on the log date. Logs dated prior to November 11, 2007 are audited under the old California rules, while logs dated on or after November 11, 2007 are automaically audited under the new rules.

Court Grants 90-Day Stay for New Regulations
On October 2, 2007, the D.C. Court of Appeals partially granted the ATA’s petition for a Stay, which allows the 11-hour driving and 34-hour reset provisions to continue in place. Rather than accepting the lengthy Stay requested by the ATA, the Court granted the stay for 90 days.
The current hope is that the FMCSA will be able to issue a rule-making during this timeframe in such a way to address the procedural issues raised by the Court in the Court’s original decision.
For now, RapidLog customers can continue using the existing software, and their drivers can continue to run under the existing regulations including 11-hour driving and 34-hour reset provisions through the end of December 2007 at the least.

ATA Filing Means No Regulatory Changes For Now
On September 7, 2007, the American Trucking Association (ATA) filed a brief with Court of Appeals asking for a Stay, in order to allow the FMCSA to issue a revised rule-making regarding the 11-hour driving and 34-hour reset provisions in such a manner that the new rule-making would avoid the procedural issues cited by the Court in their decision to overturn those provisions.
On September 21, 2007 the Federal Motor Carrier Safety Administration (FMCSA) filed a brief strongly supporting the ATA’s position, and requested a 12-month stay of implementation
These two filings will delay any immediate changes to the regulations being implemented by the Court. The Court will also issue a ruling at some time in the future that will indicate if they will issue a long-term stay, and the length of that Stay.
For now, RapidLog customers can continue using the existing software, and their drivers can continue to run under the existing regulations, including 11-hour driving and 34-hour reset provisions.
